The following is a list of information regarding the various tax forms to be completed in order to benefit from quick refund of withholding tax on redemption payments from Finnish Treasury bills denominated in EUR (issued through LuxCSD as issuer CSD).

One-time Certificate for Finnish Treasury bills denominated in EUR issued through LuxCSD as issuer CSD

Clients have to provide a one-time certification stating information regarding the beneficial owner of the securities and the account structure of the client.

The following rules apply: 

How many are provided?

One per account or specified set of accounts.

Who completes it?

Client.

How often is it provided?

Once. Valid until revoked.

When is it provided?

By 10:00 CET on the third calendar day (or the first business day thereafter if the third calendar day is not a business day) of the month following the redemption date.

Copy or original?

Original required.

Per-payment instruction

Clients holding on behalf of the following beneficial owners must, in addition to the One-Time Certificate, also send a per-payment instruction:

Several beneficial owners who are

  • resident in either different countries; or
  • subject to different withholding tax rates; or
  • required to be disclosed.

Clients must submit their per-payment instruction via an MT565 Corporate Action Instruction message in Xact via Swift or a corporate action instruction in Xact Web Portal when requesting quick refund on redemption payments paid on Finnish Treasury bills denominated in EUR (zero coupon notes issued through LuxCSD as issuer CSD).

The per-payment instruction must be provided per each beneficial owner, and must include:

  • LuxCSD account number;
  • ISIN code;
  • Corporate Event ID;
  • Total holdings;
  • Requested tax rate;
  • Number of securities to which the requested tax rate applies.

The per-payment instruction must be delivered via an Xact via Swift (formatted MT565) or Xact Web Portal message.
