Portugal: Amended list of tax haven countries and territories
LuxCSD1 informs clients that the Portuguese government published Ordinance nº 292/2025/1 on 5 September 2025, removing Hong Kong Special Administrative Region, the Principality of Liechtenstein and the Eastern Republic of Uruguay from the list provided for in Ordinance nº 150/2004 of countries, territories and regions with privileged and more favourable taxation regimes (the “list of tax haven countries”).
Effective
1 January 2026
the list of tax haven countries as established by Ordinance Nº 150/2004 and amended by Ordinance nº 292/2025/1, dated 5 September 2025, will enter into force.

LuxCSD clients must consider the below new list of tax haven countries to determine the eligibility of the beneficial owners.
